全國代表大會是中國政治日程上最重要的事件，大會的籌備工作特別敏感，全國當局都在努力鋪平道路並遏制任何潛在的問題——比如不合時宜的新冠疫情爆發。
但在新疆，該地區關閉邊境的消息令許多居民感到沮喪，對他們來說，上次封鎖的痛苦仍然記憶猶新。

作為癌症倖存者，楊的大部分胃被切除，需要少吃但更頻繁的飯菜——由於食物短缺，這在延長封鎖期間變得極其困難。
他說，在 30 多天裡，他只收到了社區當局送來的三批食品雜貨，兩次因飢餓而昏倒。他說，他多次撥打市長熱線和警察，但無濟於事；社交媒體上的求助電話無人接聽。到 9 月初，他的食物已經用完了； 24小時沒吃東西，他終於用剩下的體力叫了救護車，然後昏倒了。
